Bylaw Revisions Chaired by

Yvonne Elkin

The Democratic Woman’s Club of San Diego County (DWC-SD) has changed and grown a lot since the Club was formed in 2014, six and one half years ago. A small group of the original members quickly put together bylaws to make the formation of the club official and provide some structure.

So as we start off the new year and a new decade, we thought it was time to thoroughly review the DWC-SD bylaws and bring them up-to-date. A committee of five of us spent the better part of December studying, discussing, researching and revising nearly every section to ensure our bylaws reflect who we are today and how we want to operate going forward.

One of the bigger changes you will see is that we have created a new membership category for people who may want to affiliate with the Democratic Woman’s Club because they are aligned with our mission, but for some reason are not currently registered as a Democrat.

We also have better defined the responsibilities of our board members, adding two additional positions to help distribute the work across more people instead of overloading our President and Treasurer.

Linked in this email are two views of the proposed bylaws.

Please take time to review these before our meeting on January 18. If you have a question or see something that you believe should be changed, please send that proposed change to Yvonne Elkin at

Based on our current and future bylaws, we will review all of the proposed changes during our January meeting. There will be opportunity for discussion and suggested changes, but the more you can Yvonne before the meeting, the easier it will be to review on January 18.

Then at the February meeting, we will vote on the revised bylaws.

Nominating Committee Report by Rosamond Blevins

As announced at our November and December meetings, Rosamond Blevins, as Chair of the nominating committee, will report at the January meeting as required in the bylaws.

Our current Secretary, Cathie Hyatt and Treasurer, Rosamond Blevins have agreed to run for another term. Stepping down are Susan Peinado, President, Rebecca Fielding-Miller, VP Internal, and Ramla Sahid, VP External. 

As both Vice President positions have been totally restructured in the newly proposed bylaws with additional, clearly defined responsibilites, the E-board decided to wait until the new bylaws have been adopted before holding the elections for those positions as it is important that candidates fully understand what is expected of them before deciding to run. There are also two newly created positions under the new bylaws - Director of Membership and Director of Communications.   • February (after adoption of the newly proposed bylaws) - VP Internal, VP External, Director of Membership, Director of Communications

All Clubmembers who are running for ADEMS will have one minute to make their case to fellow Clubmembers. Please practice because one minute goes by very quickly. 

We have the promise of a new year and send wishes for health, laughter, love and joy for everyone in 2021.  

We hope to be able to see and hug the world around us soon. Until then, we must continue to meet virtually.
