We will attempt to endorse the following resolution, which has been submitted to the State Resolution Committee by clubmember Shane Parmely. Please read carefully and be ready to vote. Shane will be there to answer your questions.

Support Equal Healthcare Access and Privacy Rights for Transgender Youth

Whereas, current California law grants decision-making and privacy rights to minors in the areas of sexual/reproductive health which gender is a part of, and gender-affirming care implicates the same privacy and adolescent well-being concerns as sexual/reproductive health; and that current interpretation of California law by healthcare providers ensures the decision-making and privacy rights of cis-gender minors seeking hormone therapy (i.e., birth control) while denying equal decision-making and privacy rights to transgender minors seeking gender-affirming hormone therapy and additionally requires the consent of both legal guardians;

Whereas, California's Gender Nondiscrimination Act ensures equal access to healthcare regardless of gender identity; and California law ensures that transgender youth in foster care are able to access gender-affirming healthcare through MediCal which includes mental and behavioral health services, hormone therapy, and a variety of surgical procedures that bring primary and secondary gender characteristics into conformity with the individual’s identified gender; and seeking parental consent for providing healthcare services to transgender minors may result in harm to transgender youth such as domestic violence, homelessness and worsening mental health;

Whereas, current justification for denying equal decision-making and privacy rights for transgender youth seeking gender-affirming care prioritizes the future potential loss of fertility over the immediate threat to the transgender youth’s health, welfare, and life caused by gender dysphoria; and gender dysphoria disproportionately increases the risk of suicide, anxiety and depression among transgender youth;

Therefore, be it resolved, the CDP support equal decision-making and privacy rights for transgender youth in the areas of sexual/reproductive health, which includes gender-affirming healthcare, and support prioritizing treating the immediate threat to a transgender youth’s health, welfare, and life caused by gender dysphoria (as defined by MediCal in the Transgender Services information page);

Be it further resolved, CDP supports action by the legislature to ensure equal decision-making and privacy rights for transgender youth, and will send copies of this resolution to Governor Gavin Newsom, State Attorney General Xavier Becerra, State Insurance Commissioner Ricardo Lara, Speaker Anthony Rendon, and President Pro Tempore Toni Atkins.

Program: Federal Emergency Management Agency in Puerto Rico

Clubmember Dominic Nguyen, a long-time management consultant to several Federal government agencies, has spent a year in Puerto Rico advising the executive and field teams at FEMA on Hurricane Maria recovery. He will discuss how the FEMA assistance program works, some of the challenges and accomplishments of the recovery process, and the status of the island 2.5 years after Hurricane Maria devastated the island. Dominic has taken lots of photographs which will accompany his presentation.

Sheryl Mallory-Johnson, of the 1619 National Celebration of Black Women, will issue us a challenge, showing us brand new video content on how to post a 10-second video, sharing how the history of African-American women, or a special African-American woman, has made an extraordinary contribution to your life.

 Tag an extraordinary woman in your life and challenge them to post a 10-second video in celebration of Black women. Sheryl will show some examples to teach us how. And hashtag #IAM1619NCBWChallenge.
